Rules on the University Of Iceland Social Science Research Institute No. 370/2009
Article 1 General
The Social Science Research Institute is a research and academic institute managed by the University of Iceland. The Institute is subject to the Faculty of Social and Human Sciences, The Faculty of Social Counselling, and the Faculty of Political Science. It is a forum for research and development in the three faculties.
Article 2 Role
The role of the Social Science Research Institute is:
• to promote research in the social sciences in those faculties which are behind the Institute,
• to oversee service projects in the field of social sciences,
• to collaborate with parties outside the Institute which conduct research in its fields of research,
• to provide students with training and experience in scientific procedure by providing them with opportunities to conduct research,
• to support teaching in the methodology of the social sciences,
• to publish and to present the findings of research in social sciences,
• to provide information and counselling regarding social science issues,
• to prepare courses and lectures on social science.
Article 3 Facilities
The University of Iceland will provide the Institute with working facilities, including premises and equipment, to the extent possible.
The Institute provides those who conduct research outside the Institute and other researchers, access to facilities and the necessary equipment to conduct research for payment as applicable. Such services are subject to the approval of the Managing Director and the Executive Board in each case.
Article 4 Organisation
Within the Social Science Research Institute there are research institutes, research centres, laboratories and research projects which members of the permanent teaching staff of the faculties behind the Institute conduct. Such parties pay for the Institute’s service according to use. Faculties are financially accountable for the activities of these parties to the Institute and can establish rules regarding the conditions such accountability is subject to on behalf of the faculty.
Article 5 Board
The Board of the Social Science Research Institute is appointed for a term of three years at a time. On the Board are the heads of the tree faculties which the Institute is founded on. In addition to the heads of the faculties, there are three other members who are elected by the faculties, two from the Faculty of Social and Human Sciences and one representative from the Faculty of Political Science. If no teacher from a department in the faculty is represented at the Board of the Institute the department has a right to have an observer at the board meetings with freedom to speak and a right to submit proposals. If there are significant changes to the size of faculties and/or how much service the faculties seek from the Institute, this arrangement is to be reviewed. The Managing Director of the Social Science Research Institute shall attend the board meetings with a right to submit proposals but without voting rights as well as one employee representative. The Board elects a Chairman of the Board amongst themselves. Board meetings shall be held at least twice each year.
Article 6 Meetings of the Board
The Chairman of the Board convenes board meetings in writing or by email with three days notice. A notice of the meeting shall state the agenda of the meeting.
It is required to convene a board meeting if two or more board members request so or one of the heads of faculties. The same applies to the Dean of the School of Social Sciences or if the Rector submits such a wish; both have freedom to speak and a right to submit proposals but no voting rights.
In the event of votes being cast on the Board, ¾ of the votes decide on the outcome. The Board shall maintain a register and confirmed minutes of board meetings shall be entered into the register. A copy of the minutes shall be sent to the faculty members in the three faculties.
Article 7 Tasks of the Board
The Board of the Institute makes strategic decisions for the Institute and sets forth procedures as required. The Board decides in cases of dispute which may arise that regard the inner activities of the Institute. The Board is accountable for the finances of the Institute to the Dean of School, approves the operating and financial budget and prepares, in collaboration with member faculties, proposals to the Dean of School regarding the budget and its allocation as well as the allocation of other income. The Board convenes an annual meeting with the employees of the research institutes of the faculties and the Social Science Research Institute along with Board where the Institute's annual report is submitted and other matters as stipulated in the rules of the University of Iceland.
Article 8 Executive Board
The Executive Board of the Institute consists of the deans of the three faculties the Institute pertains to. The Director works with the Executive Board. Each one of the three deans can request a board meeting regarding subjects on the Executive board's agenda. The verdict of the Executive Board dictates.
Article 9 Tasks of the Executive Board
The Executive Board submits a proposal to the Dean of School regarding the employment of a managing director. The Managing Director shall as a rule hold a master’s degree as a minimum requirement or an equivalent university degree. The Dean of School issues a letter of mandate where his/her duties are specified in greater detail. The provisions of rules for the University of Iceland apply in other respects. In the case of recruitment for a position where a job title is not provided for in the rules, the Executive Board of the Institute or the Managing Director on its behalf will handle the recruitment.
The Executive Board, along with the Director of the Operational and Financial Budget prepares and approves service projects which the Institute undertakes in accordance with rules which apply thereto. The power of decision regarding smaller projects can be transferred to the Managing Director.
Article 10 Finances
The income of the University of Iceland Social Studies Research Institute is as follows:
• grants relating to specific projects,
• payments for services rendered,
• income from meetings, courses and publications,
• other income such as gifts and contributions from the Treasury as stipulated in the budget,
• contributions from the Faculty of Social and Human Sciences, Faculty of Social Counselling and the Faculty of Political Science if necessary.
The Institute’s accounting shall be a part of the University’s accounting.
The Institute has independent finances and all member faculties are accountable for their finances to the Dean of School and the Rector in equal proportion to their seats on the Board of the Institute. Budgets and financial statements shall be submitted to the Dean of School. In the case of sold services which are provided in competition with private entities, those services shall be distinguished financially from other activities of the Institute and care taken than such activities are not subsidised with other income in accordance with provisions of the Competition Act.
As regards managerial and expenditure tax off special income, the provisions of the rules for the University of Iceland apply.
Article 11 Entry into effect
These rules, which the University Council has implemented on the basis of Paragraph 3 of Article 11 of Act No. 85/2008 on Public Universities, take effect immediately. At the same time rules No. 842/2002 on the University of Iceland Social Studies Research Institute are repealed.
